Tool Gun Tips

For some reason, the tool gun tutorial/tip stuff at the top of my screen stopped showing up
Because I am now trying to learn all the tools and their functions, I could use this text back on the screen, however I can't find it in options anywhere.
Anyone know to how to fix?
