Write a detailed in-canon back-story how your character obtained these authorizations.
After seeing his brother get killed by thugs and him barely being able to survive, he decided to make a homemade shiv. He used knowledge from both his brother and a friend, zekiel (he is also working on an auth for a shiv). After many failed attempts and practice on making sharpened metal found in scrapyards, he finally can make some decent shivs.

What will these authorizations give your character in regards to perks or defects?
Perks
+ability to make shivs
+useful for something, can get a job
+defense from thugs and minor rodents

Defects
-Having to hide from the CP/be cautious around them
-Chances of being feared and lack of allys/friends
- A reason to get robbed/kidnapped

What do you plan to do with these perks/defects?
+make shivs for myself for defense
+plan on being a minor craftsman with weapons.(if aloud)
-with the defect of having a reason of being robbed, i'll be much more cautious, and have someone with me a lot
-having to hide from the CP will be a defect since i wont be aloud in the plaza to much

Ok: After seeing many people robbed beaten and killed, he decided to invest in some defense. He thought on what to do, finally asked a family friend on how to make knives, he decided to teach him: where to find rebar and a decent sharp metal in the scrapyard, he taught him how to sharpen his blade and weld it to a nice handle/more metal. He  kept this knowledge and still practices making shivs today. (Nothing else i can add really,  )

Even with that addition the backstory really shows barely any effort.
Besides, you used a few terms such as welding or actually using tools which is impossible since you do not have these tools, nor the skills/requirements to use them.

Saying you have a random friend who can just lol-teach you everything rather sounds like a cheap excuse of how your character knows everything, hence this app has barely any chance of getting accepted in this current state.
