Write a detailed in-canon back-story how your character obtained these authorizations.
UU.NECROTIC.15290 started out being born in a disclosed combine laboratory, specifically bred by scientists into a subspecies of headcrab known as fast headcrabs, designed to be used for biological warfare along with a group of others that were planned to have their growth sped up via certain chemicals, loaded into headcrab canisters and be sent via artillery into various rebel settlements to infect the public. He was not exactly singled out from the group and lived his life, born in 2016 and lived with the other fast headcrabs until he was eight months old, finishing development around that stage due to it being chemically sped up.
The chemicals worked, however there was the side effect that his muscles did not properly develop during the stage and was not as matched up as the others in par of strength but due to them not being properly developed, caused him to weigh slightly less, making him faster. They were tested, one by one and considering the size of the group, this took two months. They captured civilians from workforce intake stations and sent them to the lab, letting them in a cage with the headcrab already inside. Each and everyone of them killed and/or infected the civilian, developing quite an appetite for them. The combine then sent Overwatch in, armed to the teeth to dispose of the human host, avoiding killing the headcrab, although one or two died during the process and then scaring them back into cages with gunshots (which also killed a few, but the well majority survived).
Eventually, as the headcrabs grew, they were deemed suitable for use against the various settlements across the outlands and were sent on trains towards outposts near the outlands. They were all named and tagged, in order of which they would be released and fired. When it came to UU.NECROTIC.15290's turn to be caged and sent away, they had much difficulty, due to him being faster than the rest. After hours of jumping around and clinging to walls, they sent in an Overwatch unit to dispose of him. Unsure of what to do, UU.NECROTIC.15290 clung to the wall while the unit braced himself, taking a deep breath and clutching the trigger when..
The Exogen alarm sounded throughout the base, it appeared headcrabs were not the only Xen creatures stored here, as an Antlion guard burst through the wall, shattering various headcrab cages. The COTA, overwhelmed, were ordered to evacuate the station. UU.NECROTIC.15290 took this opportunity, leaping into a nearby ventilation shaft that had been ripped open, following it onto a train station being loaded. He leaped onto the top, clawing his way through the top of the train and landing behind a pile of food as the train started.
The lab itself was disguised as an old farm, quite large in initial appearance but obviously much larger underground. Of course, the barn on the outside looked very worn-down and in a state of mis-repair. It must have stretched a few miles underground as the laboratory looked very expensive and well maintained. The headcrab did not think about the others, most of them had already been shipped away, although eventually he will miss some friendly company and seek companionship if needs be.
Minutes passed, until a loud explosion was heard, the lab toppling to the ground as it self-destructed, the train carried on it's journey towards City 45, running along the tracks. UU.NECROTIC.15290, unaware of where he was going decided to just sit tight and see where this would take him, survival was the number one priority.
Upon arriving at the train station, UU.NECROTIC.15290 waited for the people to clear off and made his way through the sewers until he came across some canals, climbing around for a little, he saw a poster with DISTRICT 6 BAR, unsure of where he was. He is still tagged with his name, although they cannot track his location and now he must survive in a harsh environment where he is never safe. He is currently sleeping on one of the walls in the canals, in the pitch black hoping to avoid detection.
What will these authorizations give your character in regards to perks or defects?
Perks
-A new roleplay experience, and more variety.
-He could be tamed by a human, and make a worthy pet (declawed, unable to dig into a body and control them)
-Fast, so he can evade humans quickly and efficiently.
-Small, hard to notice
-Some variety to the city server, as they are almost never seen
Defects
-Very weak, a pistol shot would probably bring it near death.
-Not very strong, could probably be pushed away.
-Cannot communicate without little squeaks.
-Constantly chased, as they are seen as hostile.
-Unless it was tamed, he would probably be killed eventually.
-Quite stupid and uses survival instincts more than anything else
What do you plan to do with these perks/defects?
Bring some new and exciting roleplay to district 6, and perhaps be tamed as a pet for somebody. I would not abuse the privilege, and would make combatRP very fair and play to lose unless agreed mutually otherwise, although to keep him alive he would most likely evade attacks and leap away. It would be a new experience for myself and other people and possibly could encourage others to maybe bring some new roleplay to the table. As said, I wouldn't kill/control anyone without their ooc permission or abuse and power game with this.

Both servers, incase im not allowed this for city seeming as nobody else has applied for one, so whichever fits. (I would still prefer city though)
Edited some of the backstory, added some extra detail on the lab.
