Do you captalize after an ellipsis?

Simple question I've wondered for a while. Should you, grammatically, capitalize the word after an ellipsis?

Eg. which of these are right?

He told me to bend over... Then he touched me.

He told me to bend over... then he touched me.

or

I don't know... Maybe... But maybe not.

I don't know... maybe... but maybe not.

I don't know... maybe... but maybe not.

Those ones, it isn't a full stop so you wouldn't be starting a new sentence, therefore capitalisation on the first letter is not needed... like this for example.

wow. all these years i've been silently criticizing people for making sentences like "Hello... sir" thinking "that should be capitlized hur dur dur" but in all actuality, i've been the one who was wrong D:
