Christmas Event on Harbor RP

Since its getting pretty close to Christmas, I thought it'd be cool to add a Christmas theme to the server for a month or so.
- Everyone will spawn with snowballs
- It snows(Little broken right now, will be fixed later/tomorrow.)
- Added a few world props around the map to make it look more winterish
- Vehicle Dealer is now a snowman
In other news, we now have a ventrilo server.
