Write a detailed in-canon back-story how your character obtained these authorizations.
After his rent at the inn ran out, and he had no more money, Scott was forced to leave the town and try to survive in the forest. At 9:34 am he left.This was his first real experience alone in Ineu Pass. He started off north , where there was a river flowing through the pass, and the trek began.He encountered a few challenges on the way, One of these things was a steep ledge that made it difficult to get down. At around 6:11 he arrived at the river that he was going to settle near. He ate the meal that he had been given at the village before parting earlier in the day, now he had nothing to eat. As it started to get dark he found a log to sleep under, he had no blanket or anything to keep him warm, so he huddled up under the log.
Morning arrived. He was awoken by the sound of the flowing river and sat up. After spending all night huddled up under a log, his back had become sore. He slowly started to stand up, finally stretching his back. He knew he had to get food. He walked up to a nearby, fallen tree. He snapped a branch off of it, and picked up a sharp rock next to him and started to sharpen the end of the branch.It took about an hour to completely get the tip sharpened, but once it was done he set out, hoping to find some food. That day the only thing he killed for food was a deer, which he was hoping to survive on for a few days. After hunting all day, he was thirsty and tired so he thought he should get a drink of water and rest for a while. The water was actually just a little under body temperature, he thought it would be ice cold. He started to lay down and watch the stars, right before he would of drifted to sleep, he heard gunfire in the distance, alerted he looked around him and on the cliffs, he saw a fire in the direction the gunshots were coming from, he was on watch almost all night, his curiousity about what happened kept him awake. He decided to check it out in the morning.
As he neared where he thought the gunshots and fire smoke were coming from, spear in his arms, he saw footsteps moving towards the camp. He disregarded them, because there might be danger any moment. When he was in the camp it looked empty, except for all the blood and dead bodies scattered around, he carefully stepped over all of the bodies. All of the bodies seemed to be resistance because of the uniforms they wore, as he walked into one of the tents he noticed a desk with a katana set on the top of it. He heard something behind him, footsteps, get turned around almost instantly, and there was a Overwatch Soldier scouting for survivors, stunstick in hand.
By instinct, he threw his spear, very accurately to his surprise, and hit the scout in the side of his head, blood started to drip, and the scout fell to the ground, dead, or so he thought. He didnt want to find out. He grabbed the katana from the table and ran back to his camp, leaving everything else behind.

The katana will be good self defense against the danger in the outlands

It will take a few seconds to get it out of its case, and a few seconds to put it back in. Because of just finding it, he has little experience with using it, and will not be as useful as if he was already trained
