I'm just suggesting these solely for the input on alternative reform ideas. Lately, if you may have noticed, most of my suggestions aim toward making JURY the most important. Perhaps that's not the way to go; Airborne argued the opposition very fluently. So, I present an alternative- give recruit training its own division again. Perhaps I'm just taking shots in the dark and I'm the most idiotic person ever, perhaps not. I'll cut to the chase- revive UNIFORM as a recruit academy. That would have its benefits and drawbacks, and I'll list them as far as I can foresee.

Pros:
-Streamlined recruitment process- giving responsibility of managing recruits back to another seperate division.
-Characters can choose right off the bat where they want to go without having to go through JURY's layered sociostability training scheme.
-Recruit training would be everything required to perform on the streets if a Recruit wanted to stick to sociostability and join JURY.
-Divisions who express interest in a certain recruit could introduce introductory topics from their own divisions to get a recruit still in "recruit academy" a taste of what it'd be like to join that division.
-Removing the recruit clutter in JURY.
-Opening up more HC positions for new people who are interested in training.

Cons:
-Another chore of a division to manage.
-If HC is picked poorly, recruitment for the CCA will go downhill, fast.
-Difficult to start up with the current disorganization of HC.

It worked when we started up the CCA, what would stop it from working now?

I agree. It would help us determine who stays and who goes. A trial period for a RCT is really good as we will get to see them as individuals that need to be watched and seen. I agree as this is needed.

I think to fix the JURY problem, the other divisions should be more difficult to get into. I honestly feel that in canon, the CCA wouldn't except a person with no medical knowledge into a medical divison, and the same to VICE as well. You should have experience or a hell of a drive to get into that division for them to recruit you. Every one else would go into JURY. No opinion on ZEALOT, as I know so little about it.

Current Characters:
Abdul Sadek - Unregistered citizen, currently near City 18.
Monica Halleway - A seemingly crazy woman roaming the plaza.

Former HL2RP-Characters:
Jennifer Hanson - Former trader now involved with the Lambda Movement in City 17.
'091' - A former rogue medical unit now on the Combine Homeworld. Or is she?
Michael 'Y' Eloriga - A wanted criminal located in City 17, frequently spotted on rooftops.

I think we're getting on the right track with this idea. Bringing back UNIFORM would allow us to single out the recruits and keep them together, rather than throwing them in JURY with other recruits, 05's, 04's, and 03's, creating a clustered mess. I like the idea of allowing the other divisions to let the recruits see what it would be like in that division if they were to join it, so they're not joining blindly, and so they get to see their options laid out while they're in the "Recruit academy." I suggested a similar idea awhile back of allowing 02+ units from each division to take UNIFORM recruits and 04's on an internship so to speak, where they would take them along and show them what its like in their division so they could get an idea of if they wanted to join it or not. At the same time, that mentor would watch their RP skills and evaluate if the recruit is truly fit for the CCA. They would give their report to UNIFORM HC at the end of this internship that would last a few days (perhaps the last few days of recruit training? Maybe two or three?) stating whether or not they felt the recruit had the RP skills to be in the CCA and flourish there. This would pretty much be OOC and would help weed out those with poor RP who happened to slip by their interviewer. I got a decent bit of support for that suggestion, but it was never implemented.

I support this. What BB, Airborne and Purple have said sound good to me. I'd even be interested in seeing what I could do as a trainer if this goes through.

I am giving you my support, but if this passes, I will be mad.
We had to update our training schemes and pop out several trainings, because 04's can no longer join spec. divisions. And now you want us to put 04's back, as well as 05's?!  >:( >:(

EDIT about raged's comment. Even if VICE is low on units, that doesn't mean we will accept every each recruit willing to join. That's why an OfC+ from VICE must accept the RCT's transfer. He can take look on the RP of the player and if he doesn't like it, the simplest solution is to deny the transfer.

The whole point of restricting specialist divisions to 03+ was to ensure that every unit understood basic JURY sociostability directives even if they were to transfer into a specialist division, because it had become apparent that 02's in VICE/SHIELD and such didn't know jack shit about how to clamp D6.

You didn't get my point. My point was that the good roleplayers will transfer to the specialist divisions, regardless if they can't leave the nexus and all the 'low roleplayers' who can't passive RP for squat will be the ones patrolling the plaza who do half-assed RP and powergame and eventually quit/become inactive like they have done in the past.

All I know is that we need to start doing IC recruit tests before they get promoted, asking them the basics of what they learned in training, and basic questions that they SHOULD know.

I wonder, if this meant the death of JURY, wouldn't that mean JURY was never alive in the first place, feigning vitality with the large recruit base? Most JURY units are below the rank of eligibility for transfers and would like to switch out, therefore, weren't really a part of JURY but rather just along for the training ride. I think that leaving it to a division that already has its own duties to manage will clutter up the system even more in the long run. That's why I'd like to leave recruit management to somebody else, and suggest that recruits can transfer into a division as they reach 05, rather than keep it at 04.
