"Alright, Daeny. Let's make this knife."
Alex had a small sheet of aluminium in hand, a fire burning next to her. Perhaps the canals were not the best place, but it would have to do.
Daeny took the aluminium, studying it.
"Are you sure you want to make a knife out of this?" She questioned.
Alex shrugged. "Do you still have that scanner? I might use that instead."
Daeny nodded, climbing the ladder and walking into the safe haven. About 3 minutes later, Daeny came back, a stripped scanner in hand.
She threw the scanner onto the fire, a familiar smell of burning circuits now circulating in the air.
20 minutes later, the scanner glowed red with heat. Daeny pulled it out with her tongs, placing it on an empty metal gas can, nearby. She began to hammer a support bar off, Alex watching only a few feet away. Eventually, the scanner lost it's red glow, the bar only partially hammered out. Dae threw the scanner back onto the fire. Another 20 minutes passed. She carefully took the scanner off, finishing the job. The bar eventually broke off, though extremely dented. After shaping it into a more even shape, Dae threw it back into the fire. The bar, being smaller than the scanner, only took 10 minutes, this time. Daeny took it out, and shaped it into a curved blade.
"You need something to use as a handle, maybe wood or metal."
Alex looked around as Daeny hammered the knife into shape. Searching in a nearby car, she found a good sized chunk of rusted iron.
She tossed it into the fire, the knife now taking shape. The knife, too, went into the fire, as they both cooked.  Soon, both were ready, and Dae shaped both the handle and rest of the knife. It was almost finished, just needed to be cooled. She dumped a can of water onto the knife, which produced large amounts of steam. After the steam cleared, a slate, grayish-blue, 8 inch long knife sat on the gas can, shaped like an Arabian sword. "Careful, it's hot." Alex picked up the knife with her sleeve, inspecting it. Her knife was finished.
(Circuitry)
Alex wired up the motor, placing it in its housing. She clicked it on, watching it run.
"Fascinating." She murmured, as the little ball rolled around, powered by a counterweight.
She picked it up, tossing it up in down. Her house was littered with projects like these. Little kits you can buy at any supermarket. A can robot, a solar car, and now a counterweight powered smart robot. She loved it, with all her heart. As she aged, she decided to take technology as a course.
Everyday, she would bring home a new project. Something started, something done. Engine whirs were her music. She soldered and wired, progressing through school. B+. A. A-. A. Her grades were above average. After high school, she moved to America and went to the California Institute of Technology, where she immediately felt right at home. She took engineering as a major. Though she struggled, she succeeded, and eventually graduated with honors, as a Valedictorian.
"Alexis Pond."
Alex walked up to the stage, tears in her eyes.
The principle shook her hand. Smiling, she took her degree. A Master's Degree. So much to get to this moment, and she finally did it. She celebrated her new degree.
The celebrations didn't last long, as only a few days later, the Combine invaded the Earth.

What will these authorizations give your character in regards to perks or defects?
Perks
The ability to create, wire, and repair certain electronics, ability to stab or slash someone (in emergency, ie self defense.)

Defects
Knife is a level 1 item, circuitry has a chance to go wrong and either a) electrocute, b) overheat, or c) behave in a dangerous manner (such as a large piece flying off). Circuitry requires soldering iron and solder, along with wire.

What do you plan to do with these perks/defects?
Create circuitry (IE Signal jammer) that may work as utilities. Identify certain electronics and repair them. Use knife as a weapon.

Will anyone else need these auths? (If so, list OOC and IC name(s))

Robotics is more programming than circuitry, and given what the current standard of a robot is, you wouldn't be able to do much :p
Additionally, Combine technology is programmed using a unique software when compared to any that previously existed on earth - An attempt to program something in the 'special' script would probably result in failure, even given your character's level of education.

Following on from Globey's point, making technology that can interface with Union hardware or software would be an exceptionally difficult task to accomplish. However, I believe you won't abuse your authorisations if accepted, therefore I can offer my support.

Is the scanner used to create this knife even authorized, and if so, would it be hot enough to melt?

Minus that scanner, the knife making would be fine, seeing as (Assuming you speak the truth) Deany is authorized to make knifes.

However, the circuitry is a more doubting part.
Are there even any materials in the city that can be used for simple things? It sounds more like it would be happening in the outlands, not in the city...

Im pretty sure if he was in D6 or even in he apartments, he could make various things. I have a friend IRL who makes alarms, radios, strobe lights, etc out of single electrical components from things like TV's or telephones. Theres bound to be some TV remotes or TV's or anything really that has a circuitboard in D6. As long as he comes up with a story as to how he found it and where it came frm before he found it, it would be fine.

Actually I was going to make a suggestion about this. TVs should not be contraband. If you play the first mission in Half life 2 you can see that every room has a TV inside of it. But it only plays one channel which is the city administrator.

There definitively needs to be a longer back story. Get to work on that and you my +support. Back stories usually range from 3-4 paragraphs long.
