In my opinion, I think you should hand out lengthy TKs more than PKs. PKs should really only be put into effect within certain circumstances.

e.g. Minge chars who simply cause trouble or well RPed executions to which the player being PK'd agrees to.

We cant enforce TK's, yet.
We can, just not as easily as one would hope.

you dont need a script to enforce TKs, you have an admin board, or even just the normal hl2 area, just put a thread of who you TK/TI/PI

In theory, that works but it doesn't. We usually have 20+ citizens in the server. Keeping track of names and who was TK'd for how long would be a fulltime job that nobody would want to do without something in return.
