Judging by the fact HRP2 is being planned, HL2RP is soon back, and CGRP just got announced, yes of course.
I would change myself back to SA. As I would never accept that much responsibility along with everything else I already have to do here.

Teach yourself. That's how I did it.
Just get a free-to-get gamemode somewhere (darkRP for example) and start to read into the already made code, try to understand it, and then apply your edits to it. See if it works, and that way you learn to understand it even better.
