[07/08/2012] HL2RP Update

This was just a quick update to fix a few things and change the City map.  Text adds and doors have been fixed in both City and Outlands, and a few other things were added such as the new moods in the F1 menu.  With the new City map out, some of you will have to delete your old version of the rp_city45_catalyst_x1e_r, and although the new one can be downloaded from the server, if you wish you can download it here. ---> This is JUST the map, you may see some errors if you just download this on the nexus walls and such, to fix that download this addon instead, extract to Steam\steamapps\accountname\garrysmod\garrysmod\addons for those of you who don't know

added a few more changes they'll be posted under this

-Actually added /R and /A as variables to the /radio and /admin commands, just so it's easier to type
-Changed the default SeC model back to the working one
-Changed some messages that admins see
-Added the TrO CCA rank so it shows above others on the scoreboard and sets your model
-Changed the EpU rank to EU
