Now that I think for a sec the cmd one probably would actually. City but not district methinks. The sec can literally go from city to city and need nothing and still be the sec regardless.

Perhaps do something involving the stripes also? Eg;-diff colours for divisionsIdifferent amount for command(1 normal, 2 ofc, 3 dvl, thick and thin command, thin thick thin sec)
RTLK, we'd like to know whether you'd like unit digits to be displayed on the armbands. In the meantime, I've drawn up a simple stripe / chevron based rank system. It sorta depends on your answer to the digits question, so please answer as soon as you have the chance.
