The whole idea you are suggesting is discipline. We have that, to be any more and rule with, as you put it, "an iron fist" then realistically there would be no P3 or any of the RP that exists with anti-civil RP. Also the vid was a tad melodramatic but was ok, it is merely an interpretation of the world of HL2 and not necessarily absolute fact .

In CG, CCA has limits and balances to what we do, CCA units get punished hard for going beyond the limit of what they do and they for some reason get more used to violence as they progress through ranks

In HL2, combine could care less about citizens and laws and let the combine do as they want, the combine were brainwashed and are sick as fuck to other people, but they think they are helping.
