I was told you have to Apply ICly for a weapon in outlands.. Is this true? Because I may be considering getting a weapon

A weapon like a bow, or a knife - basically anything incharacter yes.

If you're looking for an OOC item (SMG, AR2, 9mm), then he told you wrong.
