I am trying to fill out an application for the HL2RP and whenever i click the link to the page it says:

An Error Has Occurred!

The topic or board you are looking for appears to be either missing or off limits to you.

I don't mess with anything HL2RP so I don't know where this application is located. Could you provide a link to the page that gives you this error?

This has been fixed.  Permissions seemed to be a bit wonky, I just fixed them.
