Write a detailed in-canon back-story how your character obtained these authorizations.
In 1993, Peter Hay developed an extreme love for the elements,  chemicals, and how they react. It would boggle him, seeing these reactions go off. How lithium produced hydrogen and exploded... how fluorine decimated everything it touched... Knowing the eventual applications, he began studying everyday items on the chemical level, and loved it profusely. In 1995, freshman year, he took chemistry as one of his courses. Here, he learned skills that would last him a lifetime. He learned how to use lab tools, from Bunsen burner to Dewar flask, he learned the uses of these objects and how they could create new chemicals. In 1996, Sophomore year, he learned about acids and how to generate them from simple, every day materials. He used these acids as tools. If he needed to remove some unclean-able residue, fire up the chemistry set. In 1997, Junior year, he learned advanced chemistry, his scores ejecting him into AP courses. He learned all sorts of complex molecules and what effect they had on different objects. He used this, not maliciously, but to expand an ever growing tool set of knowledge. (Although, he would play the prank of putting baking soda into some ketchup.) In 1998, he graduated high school and moved south into Nottingham, England. Here, he was quite easily accepted into the University, where he studied as a student for 8 years. Through freshman to senior, he finally graduated cum magna laude and worked there for 5 years... then the war happened. Humanity was slaughtered in a mere 7 hours. Peter was spared, and sent from C18 to C11 to C45. Only in C45 did he realized that he still had that toolbox of knowledge. Knowledge that could be put to great use.

Perks
The ability to identify certain chemicals and possibly make them.

Defects
Any chemicals made or on person are level 2 contraband, acids are level 1.

What do you plan to do with these perks/defects?
I plan to create chemicals for job usage (chemical location) and medical usage.

I'd still like to see more detail added to the backstory, maybe another paragraph or so.  It looks good so far, I just feel there can be more added to this.

In addition to the defects, your character will need to find these chemicals and need to be in possession of a chemistry kit (though that shouldn't be too difficult).
