Write a detailed in-canon back-story how your character obtained these authorizations. Jake Kingstone was great in engineering in the so called West London. Along with his buddies, they shared beers and such together in different occasions, especially if they hanged out with eachother or it's just lunchtime. "12:00, who's up for a beer?," they always repeated that line over and over, whether or not it's just a pain in the ass to say. Jake Kingstone always hanged out with his father for the learning of Engineering and Technician skills. Grab a seat as I said before and listen carefully.
Jake Kingstone was raised and born in West London, just like his family members and buddies. He was quite the explorer and learner, especially at a low age in his childhood. His father continued to learn him how to read books on Engineering, Science and many others aswell. The parts that he had in his garage that was needed for a vehicle or machine. His father even fixed his bike for him whenever it got broken. Now he is in his adolescence age and continues to strive the learning experience.
"Aha! You won!" yelled out Jake as he threw his 100 dollars in the center of the table. "Aaaahhhh, shit man. You lucky bastard," he laughed along with his buddies. Michael put his hands over the money and put it near his chest, shoving it inside his backpack. "Only a few bucks but it's good for paying my bills. Aha!" he laughed as his buddies did too. As the laughter died down, the conversation went on and on about their lifetime. "So, about Samantha? Tell us about her." "Well, her name is Samantha Newmann. Quite the great girlfriend. She is uhhhh... a engineer like me and well, we got married three weeks ago." "Really man? Why didn't you tell us?" "Heh, you were there crazy." "O-ho shit, I was there. My mind is spinnin' right now. Sorry." Jake Kingstone leaned back in the seat and took a long swig as the conversation went on around the table.
A ace up your sleeve isn't gonna work, he thought. You can't play the tricks on the Overwatch nor Civil Protection, this doesn't apply to a gang of strangers sealing a can of poor whoop ass on you too. The buddies were just leaving until a muscle car drifted infront of them, the tension rised and the talk started to die down. A gang of bikers came from the car with baseball bats and shanks and looked at them. The breeze whistled until one of them yelled "Gimme yer' fuckin' money buddy." Jake responded "Heh. It's in my ass, come and get it!" The man approached him angrily and threw a fist to his face, Jake grabbed his wrist along with a taunt. "Too fast for you," Jake turned around and threw him over his shoulder, body slamming the stranger. His friend came by and started to beat him about using his boot and fist.
All hell broke loose. One stranger took out a M9 and fired eight rounds into his buddy, knocking him down to his fatal death. Jake sprinted towards him in a fury and threw a punch to his cheek hard, knocking some of his teeth out along with blood, then threw another hook across his temple and bounced him to the side like a ping-pong ball. The man tried to get the M9 until a boot struck the weapon. "Not so fast," Jake said as he grabbed the M9. He kicked the man across the face and whipped him to his side, he tried crawling away but... a voice came from behind. "Being killed by your own weapon? Heh." Rounds flied into the man as Jake began squeezing the trigger, the continuous bloodshed went over his urban clothing.
Looking to his side, the gang were beaten by his friends. Sadly, one friend died in this incident and the funeral was planned for tommorow. He didn't bother to go and yet he stayed in his garage, reading a book about technician and engineering all in one.
Sitting on the wooden chair, the birds were chirping and the wind whistled. Some cards flew off the table as he locked his eyes onto it. He remembered his buddies, sitting on the chairs along with him.
A month ago, Jake thought of a great plan in order to be spotted attention to the Outlands. Using black raincoats with two armbands and 'Outcasts' sewn on the back will be given out to his members. But, where can I find these raincoats? He thought. Well, back in City45. Suitcases were filled with these so called "Citizen kits" which have clothing and extra bonuses for a citizen. Raincoats are also in there just incase the weather changes. After scavenging around most of the time for suitcases, he has found a ton of suitcases in which means that he has found a ton of raincoats. It all depends on luck, whether or not you can find some. Rarely, some people even gave him their own raincoats. He then sewn 'Outcasts' on the back and sewn the two armbands on each upper sleeve of the arms. It looked great so he kept doing the same to the other raincoats aswell.
Back two months ago, Jake was scavenging for metal parts, engines, four rubber tires and many more. These were found on abandoned vehicles, warehouses, houses and many more left around the forest and such. The engine was the most hardest part to find but he finally found it in another broken down Jalopy, which was left by it's owner waiting for him in the darkened tunnels. He took a few parts for it and arrived back to the garage. He started to weld this and that together, then used a few tools to bolt and screw together different parts once again. The Jalopy didn't work whenever he put the keys into the ignition. The engine busted about as sparks flinged everywhere, Jake watched in boredom after all the work he had put into it. "Fucksakes," he threw the wrench on the ground and walked out for the day.
He was invited by his friend a few hours later. He was a scientist and told him all about a vocoder that was left in a warehouse nearby. It was a strange looking square with a black coat around it. There was a wire connected to it along with a rechargable module that can be operated by hand. He tested it out and began to speak english through the vocoder. Jake said "Bastard" through it, which came out as "
?". The scientist gave him a large manual which was filled with words that can be spoken through, there was also a few blank pages which were kept for notes.
Time passed. He was working on his prosthethic limbs for multiple inhabitants who wanted a order for such a limb. He took out his papers and stared at the words in proper ink. It all talked about specific limbs people wanted, ranging from arms to legs and even small parts for missing bones. He wrote down on the paper "Nick and Beans; Arms and Legs needed." He nodded and crumpled the paper inside his pocket before putting on his matted hand gloves and he got to work. He started to read a book all about Technicianal acknowledgement on how to put this and that together and even a few hints, some were useful to him also. He started to gain the knowledgement as he smiled, noticing the power supply on the arm started to work, he slowly put down his welder's facemask and began welding more.
The next day, Jake Kingstone was scavenging, adjusting the strap around his chest. He then encountered a person who had angression in his eyes. "Hey, what's up with you?" "You!" "What?" Jake responded audibly, "What about me?" "You are a fuckin' traitor!" "No I am not." "Yes you are, Jakey boy." Jake threw a fist to the man's face but got caught in his grasp, beginning to stare into his eyes. He threw his other fist and yet it had the same catch. Jake knee'd him across the gut and stunned him for a short time, then hit him across the temple three times, then a hard elbow to the back. He coughed in pain on the ground, Jake leaned back and then threw a soccer kick to his nose, cracking it into two. The man flew over and fell on his back, unconsious.
Due to his strength and knowledge altogether from encountering specific fights, Jake will be much better in fighting with his brawl movements. This will also bring out the ability to carry more equipment which will loosen up the overcumbering.
On that day, he also found a military facemask half buried in the ground. The visor was abit cracked but atleast it could absorb a small caliber round. The metal plating surrounding the mask was pretty good, a few dents were left inside some of the platements, even a few scratches were left inside the mask which were golden-like scratches. The golden scratches and black painting made the mask a great artifact and head protectant. There was also a black facemask made from thick cotton with a mouth and eye socket opening just for the extra design along with woodland uniform with a strange, looking armband. A backpack hanged from the back with some engineers googles and a few extra spare filters. A gasmask also hanged from the backpack. A leg strap was also seen hanging from the upper sleeve of the leg which could hold handguns. Jake grabbed ahold of the uniform, facemask, backpack and the other equipment then shoved it inside his backpack for later.

What do you plan to do with these perks/defects? I will plan to make Passive and Action RP with the perks and defects altogether. Along with the passing of new raincoats for members of the Outcasts or specific people who ask. Artifical limbs will help the people of the Outlands also to replace a torn off limb.

Extra Notes (optional): I know this authorization has a ton of auth's just for one thread. I thought compiling it into one wouldn't make a huge argument since I have to build more authorizations.
