Skill books not working. (Not sure if this is a bug or not)

What happened when the bug occurred? When I right click on the circulatory training book, nothing happens.

What was supposed to happen? I think it disappears and then goes into my 'Skills' tab.

Picture/Console Errors: None.

Nevermind, turns out it wasn't a bug as said below.

Without Basic Crafting you cannot equip Circulatory Crafting/training.
