Actually, yes. In the seven hour frame most of Earths military defenses were essentially crushed. They were either all killed or kidnapped and turned into Overwatch units or Stalkers in Nova Prospekt. Therefore, yes, Earth was basically annihilated within seven hours. I don't exactly see how untrained and mostly unarmed citizens can pose much of a fight compared to for the most part highly trained and seasoned militant personnel.

 The Combine are abit more smaller than they really are. Plus, the higher the population in human resistance means more strength. The Uprising posed a high priority threat towards the Universal Union and they couldn't handle it, plus with the assistance of Gordon Freeman up their sleeve, the Universal Union were overwhelmed.
