Okay I am not getting the loyalist point system

So I want at least 5 points so that I can apply for a posstion in the union but how do you get the points? I ask combine for a broom to clean or a rag to wash windows but they say ask a Civil worker?

Civil workers is a group of sort of citizens that goes around the city basically doing the dirty job for the Combine.
You will reorganize them of their beige-like shirts. Or by looking on the scoreboard if you see someone in a Civil Workers faction.
