Yeah. If he did a report on outlands characters as well a city characters, the numbers would be high. Exclude means to not include.

my point is, the amount of armed citizens is higher than you think, just that not everoyne wants a big e-penis and equips their weapons to look cool, i only ever use pistols on citizens to either shoot doors or use it for the flashlight
