New Topic Missing.

I was gonna apply for  Tool Trust but sadly there was no "New Topic" Button and noticed a lot of other areas didnt have the button  as well.

There are many small problems like this. We recently redid the forums so it will take us a while to get everything running again. Sorry for any problems!
