The reason why admins are also HC is because, well, they have reached up to getting HC over time. Doing this giving them popularity = admin possiblities.They ARE this high in rank because they RPed well enough to get there.

They have Administration/Operator position to give promotions, to change names, as well. Not because they are popular?
