I can name quite a few that seem to play a rather major role in the Outlands server. A few examples would be the CiviWatch and a few others that are a part of the Alliance. I would definitely support the idea of them becoming official, but the idea has apparently never been mentioned and while these groups have been around for quite a while now, no higher ups have mentioned this at all. It's not that important, anyway, all that matters is the good RP that they are providing to the whole server.

Damn, and I thought I knew everything regarding the HL2 Cannon already. This is both disappointing and great at the same time. Nevertheless, thanks for the great reading and source!
I've been studying the HL2 canon since April 2011 and I still dont know everything. Sure I know almost everything but I dont know everything.
That's the whole beauty of it. It's so complex and big, that even when you think you have mastered it, you still haven't.

Well I shall give my +support aswell, as I have met this player IG and his roleplaying skills are quite good, better than your average HL2RP player, I would say. He isn't just another lolwebel asking for an auth for simple personal gain, imo, as this will likely provide him with more RP opportunities.

Scanner require activation from a HC member and orders, they can't just float around aimlessly. Scanners ime are only brought out when we are in a code red or have a serious BOL or a 505.
If you're saying that's what the Half-Life 2 Canon transmits, let me respectfully disagree, as according to it, Scanners are/were regularly patroling the cities and taking various photos of all the Citizens, even when there was no alarm and the city was under complete control. They also patroled around restricted blocks or other "hiding places" such as the Sewers as to make sure no Refugees are there, though this last one can be quite unfair for players who usually RP in District 6, so I understand if this is not outright respected in the server. All of my statements can be confirmed by playing through the Half-Life 2's first chapter, by the way. On topic, though, I've seen a few players RPing as Scanners on other communities, which I can surely state that they did good, and I guess what I can transmit through that, is, basically, just RP a lot as it. Patrol around the Plaza, make good and detailed RPs describing you floating around, taking photos of Citizens as you blind them temporarily, etc. This last example can also be a very powerful tool; imagine you catch a glimpse of an isolated player that is basically just roaming around, bored out of the server and about to leave. You see him, fly towards him, RP taking a few photos of him, and he might actually regain his interest in the server and RP back. If this was done a lot, Citizens would also start to see Scanners as a source of fun and would smile at the sight of one.

Well instead of making another night map, you could try to get a day/night cycle script. Ive seen in Evocity rp servers from time to time. would be interesting for the sun and moon to move with the time as well. make some nice sunsets/rises.
/Support, though I suggest we still use Statua's map.

Arguing that City 45 is the best map available because it is "awesome for units" is just invalid, in my honest opinion. This is Half-Life 2 Roleplay, not Combine Roleplay, therefore everybody needs a map that provides them with the best locations to RP as -anything-, be it a Rebel, a Citizen, a Vort, anything. Everybody has several different personal preferences, and when players begin to get forced to play as a pre-defined character or entity, that's when things get boring. I think that roleplay is at it's best when you're allowed to RP as the most extravagant, most unique characters you can think off, sure that in some servers there are limits, such as this one, but there is still a whole lot of space for legit imagination.

I personally like this because most of the times I can only manage to play at night, when the server is getting decently populated, and so this map would just further immerse more :3

I would say yes if you lit the areas that are dark, and made them more RPable/inhabitable. (Ownable doors, more shacks/places to live in.)
This, as long as they were lit with reasonable means, such as candles, fires, etc. Lamps and such may also be used of course but all within the sense that life has basically degraded and that it is harder to find and use electricity nowadays.
