Sorry for the wait, I honestly have no idea why these aren't being replied to in a timely manner.
I'm going to accept this on the grounds that no other administrators have made their concerns clear in the time since it was originally posted. The backstory is also of a satisfactory quality to constitute IC reasoning to return to the city.

Mistakes happen, just don't make them too often.
Ask an administrator ingame to reset your character from their outlands status.

I'm supporting this on the grounds that no other administrators have voiced their concerns with the group appeal and that the backstory is of satisfactory quality to constitute IC reasoning for such an appeal. I think Raiden and some other administrators need to make their opinions known before this can be accepted.

I'm going to go ahead and accept this considering the lack of input from other administrators apart from Kom and myself. Keep in mind that if you wait a month after you are PKed, you won't be eligible to be un-PKed.
